The Housing Improvement Program (HIP) provides grant funding for home repair or renovation of an existing property. HIP, which is funded by the Bureau of Indian Affairs and administered by THRHA addresses the housing needs of those who are not eligible for funding through other sources.
According to the BIA, “HIP is a secondary, safety-net housing program that seeks to eliminate substandard housing and homelessness in Indian communities by helping those who need it most obtain decent, safe and sanitary housing for themselves and their families.”
Qualifications:

- Enrolled tribal citizen.
- Reside in a community in approved tribal service area.
- Not exceed HIP Family Income Limits.
- Reside in substandard housing as defined by program regulations.
- Have no other resources for housing assistance available to you.
- Not have acquired your present housing through a federally sponsored housing program.
HIP Grant Categories Include:

- Proof that household income is less than 60% of the median income for resident’s community.
- Adult household members must pass a background check.
Grant Categories include: -

- $7,500 in safety or sanitation repairs to your house.
- $60,000 renovation grant to bring your house to standard housing conditions.
- Build a modest house. Can only be provided once.
- Assistance toward the purchase of a modest house. Maximum of 30% of home purchase price or $75,000, whichever is less.

For an application to be considered complete, it must include:

FAQ’s
Must I already own a parcel of land to apply for a grant to build a modest house?
Yes, tribal members must have access to land that is either owned or leased in order to qualify for a Category C.
Do I need to be approved for a loan to apply for mortgage assistance?
No, the program does not require a pre-approval letter from a bank or lending institution in order to process your application. Applicants should put “in progress” for bank financing when completing their application.
